Freelance Procurement & Budget Controller

About the role

Toloka is looking for a Procurement & Budget Controller to own the end‑to‑end purchasing process and help keep company spending under control. The role will manage the full Purchase Order and vendor lifecycle in NetSuite, review expenses and contracts against budget, maintain procurement policies and workflows, and support month‑end close by preparing accruals and reconciling purchasing‑related transactions.

Key responsibilities

• Manage the end‑to‑end Purchase Order lifecycle in NetSuite, including creation, updates, receipt processing and reconciliation.
• Maintain vendor master data, validate banking details and oversee supplier invoice processing and payments.
• Control actual and planned spending against budgets, analyze cost‑center and project analytics, and implement spend approval thresholds.
• Develop, update and enforce procurement policies, approval workflows and process documentation in Notion.
• Support month‑end close by preparing accruals, reviewing item receipts and reconciling purchasing‑related transactions.
• Collaborate with cross‑functional teams to resolve operational issues and ensure compliance with audit requirements.

Required profile

• 5+ years of experience in finance roles with deep expertise in budget controlling and procurement processes.
• Strong understanding of accounts‑payable processes and month‑end close activities such as accruals and reconciliations.
• Ability to thrive in a fast‑paced startup environment.
• Fluent English and a bachelor’s degree in finance or equivalent.
• Big 4 experience or professional qualifications (ACMA, FCMA, FCCA) preferred.
• Experience with NetSuite is a plus.
